The S.C. Department of Transportation's Planning Division (TPD) works with metropolitan planning organizations, small urban areas, and counties across the state to develop comprehensive transportation plans. These plans, typically spanning 20 to 25 years, set transportation priorities based on projected land use, employment, and population trends.

Each comprehensive transportation plan undergoes an environmental screening to ensure potential impacts on the community and natural resources are considered. It also includes both short- and long-term recommendations for improving the overall transportation system.

Once the plan is approved by SCDOT and the relevant metropolitan planning organization or local government, it serves as the blueprint for transportation infrastructure improvements in that region.
