Once needs are identified in the planning stage, each proposed project is evaluated using a data-driven scoring process that prioritizes funding and guides construction timelines. Each project is rated based on specific criteria—such as safety, congestion relief, and benefit-cost.

From these scores and rankings, the S.C. Department of Transportation decides which projects to include in its 10-year State Transportation Improvement Program. SCDOT then schedules development, design, and construction according to available funding. This plan is updated every two years to ensure it reflects the state’s current financial conditions.
