During the project development stage, the information gathered helps determine both the location of the road and how it will be built. Often, the S.C. Department of Transportation considers multiple options, known as alternatives.

When choosing a highway location, planners and designers weigh various factors such as public feedback, guidance from environmental agencies, and aerial photography to get accurate data on existing conditions and the surrounding environment.

Once a location is selected, design engineers produce detailed roadway plans. These specify critical elements like lane configuration (two-lane or multi-lane), the required right-of-way width, intersection and interchange layouts, and any bridges, culverts, or other drainage features.

They also outline the types of construction materials needed and estimate the quantities required. These technical plans become the basis for contract documents and bid advertisements for interested contractors.

However, before moving on to the next stage—acquiring the right of way—any utilities located within the proposed construction area may need to be relocated.
